A short, dense itinerary across multiple Member States. Vessels typically operate the Rhine, Danube, Rhône, Seine, and Douro corridors with weekly turnarounds.
Compliance posture
Short multi-country itineraries crossing several jurisdictions per cruise mean each weekly run engages multiple national rights regimes simultaneously. In Clara’s experience, most operators administer none of these obligations directly.
Engagement model
Clara typically engages at the fleet level. Mandate covers all hulls. Reporting is consolidated into a single schedule across all relevant CMOs.

Larger fleets with multi-territory itineraries: Mediterranean, Northern Europe, Baltic, transatlantic shoulder seasons. Often working through AV integrators with exclusive content deals.
Compliance posture
Integrator content deals frequently cover signal access and content supply without addressing redistribution rights at the territory layer. The gap is structural and rarely visible from inside the existing supplier relationship.
Engagement model
Engagement begins with an integrator-aware audit. Clara works alongside the existing AV supplier and adds the licensing layer the supplier contract does not include.

Scoped per vessel at assessment. The existing integrator contract is reviewed first; the licensing delta is what remains outside it.

Sector framing
RoPax operators running overnight passenger services on fixed routes: North Sea, Baltic, English Channel, Mediterranean. Stable itineraries; high passenger volumes.
Compliance posture
Crew-only licensed systems normally do not cover passenger redistribution. Many operators hold a maritime AV licence covering crew areas and assume it extends to passenger cabins and public areas. In the licences Clara has reviewed, it does not.
Engagement model
Clara typically engages route by route. Stable itineraries make territorial mapping straightforward; the licensing exposure is well-defined and quickly remediable.

Superyacht
Sector framing
Charter and private yachts of 24 metres and above operating Mediterranean and Northern European itineraries, typically administered through professional management houses.
Compliance posture
Charter operation is commercial operation. Guest cabin redistribution engages the same rights framework as any passenger vessel, and a non-EU flag does not by itself remove territorial obligations. Fleet administration usually sits with the management house, not aboard.
Engagement model
Clara engages at management-house level: one mandate covering the managed fleet, with per-yacht assessment. Individual owners and captains are served directly on request.

Scoped per yacht at assessment. The channel line-up aboard yachts is typically compact, and the licensing obligation scales accordingly.

Offshore support, accommodation, and specialised vessels with crew cabins and mess areas, operating on station or on rotation in EU waters.
Compliance posture
Crew welfare systems bring content aboard; the onward redistribution to crew cabins and mess areas engages the same rights framework, and crew cabins count toward the licensed cabin base. A content supply licence does not cover this redistribution layer.
Engagement model
Clara engages at operator level across the fleet. Stable positioning makes territorial mapping straightforward.
