What Clara is
Clara Maritime is a licensing administration service for European vessel operators. Operators mandate Clara in writing to assess their redistribution obligations, put the applicable licences in place, and handle reporting and ongoing compliance on their behalf. Clara’s work brings currently unlicensed vessels into the licensing system on published terms.
For rights holders, Clara functions as a single, informed counterparty for a fragmented segment: one point of contact in place of individual outreach to operators who, in most cases, do not know the obligation exists.
What Clara is not
Clara is not a rights holder and holds no repertoire. Clara is not a content supplier, an AV integrator, or a competitor to either. Clara does not grant licences in its own name: every licence is concluded between the rights administrator and the operator, with Clara acting under the operator’s written mandate. Clara takes no position adverse to rights holders; its entire function presupposes that the obligations are valid and should be met. Equally, Clara reviews existing coverage before clearing additional rights: operators are not licensed twice for the same use.
Mandate direction
Clara’s mandate runs from the operator: each operator authorises Clara to act as its representative toward the relevant rights administrators. Where a rights administrator additionally engages Clara as its operational contact for the administration of maritime licences, that arrangement is documented and disclosed. In every configuration, licence fees flow from operator to rights holder; Clara’s remuneration is transparent to both sides.
Reporting and data
Clara maintains vessel-level records of cabin counts, channel inventories, and territorial itineraries for each mandated operator, and reports in the rights administrator’s own format and cycle. Operator commercial information is handled under contractual confidentiality; licensing-relevant data is reported completely.
